A PESD study just released in Energy Policy found that stove businesses are challenging but feasible with deep financial backing and managerial acumen. However, such businesses struggle to make a serious dent in the household-level indoor air pollution problem that motivated many to pursue improved biomass stoves in the first place.

Burning of biomass in traditional stoves is associated with a host of ills among an estimated 2.5 billion people around the world, even though cleaner and more efficient technologies exist that could mitigate the problems. This study examines what factors affect cooking mode choice and utilization, with the objective of developing an econometric model that is useful for efforts to encourage the adoption of improved biomass stoves. The project also seeks to offer insights on poorly understood processes of technology adoption among poor populations and to understand the magnitude of health, development and environmental benefits that might be achievable.

Mark C. Thurber is Associate Director of the Program on Energy and Sustainable Development (PESD) at Stanford University, where he studies and teaches about energy and environmental markets and policy. Dr. Thurber has written and edited books and articles on topics including global fossil fuel markets, climate policy, integration of renewable energy into electricity markets, and provision of energy services to low-income populations.

Dr. Thurber co-edited and contributed to Oil and Governance: State-owned Enterprises and the World Energy Supply  (Cambridge University Press, 2012) and The Global Coal Market: Supplying the Major Fuel for Emerging Economies (Cambridge University Press, 2015). He is the author of Coal (Polity Press, 2019) about why coal has thus far remained the preeminent fuel for electricity generation around the world despite its negative impacts on local air quality and the global climate.

Dr. Thurber teaches a course on energy markets and policy at Stanford, in which he runs a game-based simulation of electricity, carbon, and renewable energy markets. With Dr. Frank Wolak, he also conducts game-based workshops for policymakers and regulators. These workshops explore timely policy topics including how to ensure resource adequacy in a world with very high shares of renewable energy generation.

Dr. Thurber has previous experience working in high-tech industry. From 2003-2005, he was an engineering manager at a plant in Guadalajara, México that manufactured hard disk drive heads. He holds a Ph.D. from Stanford University and a B.S.E. from Princeton University.

Frank A. Wolak is a Professor in the Department of Economics at Stanford University. His fields of specialization are Industrial Organization and Econometric Theory. His recent work studies methods for introducing competition into infrastructure industries -- telecommunications, electricity, water delivery and postal delivery services -- and on assessing the impacts of these competition policies on consumer and producer welfare. He is the Chairman of the Market Surveillance Committee of the California Independent System Operator for electricity supply industry in California. He is a visiting scholar at University of California Energy Institute and a Research Associate of the National Bureau of Economic Research (NBER).

Professor Wolak received his Ph.D. and M.S. from Harvard University and his B.A. from Rice University.

Abstract:

Burning of biomass for cooking is associated with health problems and climate change impacts. Many previous efforts to disseminate improved stoves – primarily by governments and NGOs – have not been successful. Based on interviews with 12 organizations selling improved biomass stoves, we assess the results to date and future prospects of commercial stove operations in India.

Specifically, we consider how the ability of these businesses to achieve scale and become self-sustaining has been influenced by six elements of their respective business models: design, customers targeted, financing, marketing, channel strategy, and organizational characteristics.

The two companies with the most stoves in the field shared in common generous enterprise financing, a sophisticated approach to developing a sales channel, and many person-years of management experience in marketing and operations. And yet the financial sustainability of improved stove sales to households remains far from assured. The only company in our sample with demonstrated profitability is a family-owned business selling to commercial rather than household customers. The stove sales leader is itself now turning to the commercial segment to maintain flagging cash flow, casting doubt on the likelihood of large positive impacts on health from sales to households in the near term.

On Monday, June 13, 2011 at 4:15 p.m. in Panofsky Auditorium, Richard Morse of Stanford University will present a colloquium, "Addressing the 'Coal Renaissance' in a Post-Kyoto World."

Coal has been the world's fastest growing source of fossil fuel since 2000, contributing more to global primary energy supplies than any other source of energy.  Yet it is also the world's leading source of CO2 emissions.  As the Kyoto Protocol approaches its end in 2012 and global carbon policy is fragmented into regional efforts, efforts to mitigate global emissions will require taking a hard look at the realities of coal markets and developing pragmatic strategies that don't rely on carbon policy.

Richard Morse of Stanford's Program on Energy and Sustainable Development will discuss the outlook for global carbon policy, how international coal markets are evolving, and what strategies and technologies might realistically be used to reduce emissions from coal.   Discussion of carbon policy will include the latest developments in Europe, China, and the US, and analysis of international coal markets will highlight key issues for the future of Chinese energy consumption.  Arguing that renewable energy in its current state can only address the coal emissions problem at the margin, Morse will consider the portfolio of carbon mitigation options that can operate at scale, including carbon capture and storage (CCS).  Finally, in light of the recent nuclear tragedy in Japan, Morse will discuss with the SLAC community how to evaluate the relative risks of coal and climate change against the risk of nuclear catastrophe.

Frank Wolak was a panelist at a one-day symposium in Tokyo put on by the Center for International Public Policy Studies entitled “Can Japan have a new economic paradigm after the catastrophic quake and tsunami on 11th March?”.

Wolak described how active demand-side participation by consumers through the use of dynamic pricing could help manage Japan’s current energy shortfall and benefit Japanese industry by stimulating the demand for the advanced metering and other electronic equipment necessary to implement dynamic pricing. Wolak summarized the results of several PESD research projects demonstrating significant price-responsiveness at both the residential and industrial level to retail prices that vary with real-time system conditions.

The major topic at the symposium was how Japan would meet its current and future electricity supply needs and what role nuclear power should play. There was general agreement among the panelists that nuclear power should remain part of Japan’s energy mix for both economic and energy security reasons, along with more stringent nuclear safety regulations. Other participants included Junichiro Koizumi (former Prime Minister of Japan) and Chief Executive Officers from a number of major Japanese corporations including Toshiba, Nippon Steel, Toyota, Panasonic, and Canon.
